Why We're Paying Techs $40/hr for a 2 Week Job?

If you are in between jobs, or coming off an assignment (contract); it makes sense to commit to a two week job. Finding good talent is very difficult. But paying a good hourly rate, certainly helps attract the kind of candidates willing to do a short term job.
After recruiters qualify, submit, and represent candidates; it's up to the hired consultants to earn their hourly rate and kickass...paying a good rate is all about respect.
